How to Apply for a New Electricity Connection in Pakistan
Applying for a new electricity connection in Pakistan goes through the ENC (Electricity New Connection) portal for most DISCOs. The process is entirely online and takes about 15 minutes if you have your documents ready. Here is a complete walkthrough.
Documents Required
Have scanned copies or clear photos of these documents ready before starting.
- CNIC (National Identity Card) — front and back
- Ownership proof: title deed, registry, or allotment letter for the property
- Latest paid property tax receipt or utility bill showing the property address
- Site plan or location map of the property
- For commercial connections: business registration documents (NTN certificate, registration certificate)
- For rented properties: NOC from the landlord plus their CNIC copy
Applying Through the ENC Portal — Step by Step
- 1
Go to enc.com.pk
The ENC portal is the central online application system for new connections in Pakistan. It handles applications for LESCO, MEPCO, FESCO, IESCO, GEPCO, PESCO, HESCO, SEPCO, QESCO, TESCO, and HAZECO. K-Electric uses its own separate portal at ke.com.pk.
- 2
Register an account
Create a new account using your CNIC number and mobile number. An OTP will be sent to your phone to verify registration.
- 3
Select your DISCO and connection type
Choose your electricity distribution company and the type of connection: domestic (residential), commercial, or industrial. Each category has different requirements and timelines.
- 4
Fill in the property details
Provide your complete property address, the load requirement (how many kilowatts you need), and the purpose of the connection.
Tip: For a typical 3-bedroom home, a 5kW to 10kW sanctioned load is usually adequate. Overestimating load adds cost; underestimating may require an amendment later.
- 5
Upload your documents
Upload scanned copies or clear photos of each required document. Blurry or incomplete uploads are the most common reason for application rejection.
- 6
Submit and note your tracking ID
After submission, you will receive an 11-digit tracking ID. Save this number. You can use it on this site's Track Application page or on enc.com.pk to follow your application status.
Standard Processing Times by DISCO (2026)
These are NEPRA's mandated processing times. Actual times can vary.
| DISCO | Standard Processing Time | Notes |
|---|---|---|
| TESCO | 8 to 10 days | Pakistan's fastest DISCO for new connections |
| LESCO | 15 to 20 days | Higher volume, Lahore city applications can vary |
| IESCO, GEPCO, FESCO | 15 to 30 days | Varies by sub-division workload |
| MEPCO, PESCO | 15 to 30 days | Large territory, varies by circle |
| QESCO | 30 to 45 days | Balochistan geography adds complexity |
| HESCO, SEPCO | Up to 60 days | Longest in Pakistan, plan accordingly |
| HAZECO | 15 to 30 days | Newer DISCO, processing improving |
Common Rejection Reasons (and How to Avoid Them)
Incomplete documents
Missing a document or uploading an unclear photo is the most common reason. Re-check every document before submitting.
Address mismatch
The address on your CNIC must match the property address. If you recently moved and your CNIC has the old address, get it updated first or provide additional address proof.
Previous connection exists at the property
If there is already an active connection at the property address, you will be asked to provide an NOC from the previous account holder or evidence that the old connection was disconnected.
Site plan missing or not meeting standards
Your site plan must show the property boundary and the point where the service cable will enter. A hand-drawn plan is acceptable if it is clear and to scale.
FAQs
Frequently asked questions
Do I need to visit a DISCO office to apply for a new connection?
For most DISCOs, the entire application can be done online through enc.com.pk. You may need to visit the office for the physical site survey, but the initial application and document submission is fully online.
How do I track my ENC application?
Use the Track Application page on this site or enter your 11-digit tracking ID at enc.com.pk. You can also track using your 13-digit CNIC number on the ENC portal.
What is the cost of a new electricity connection?
Connection charges depend on your DISCO, the sanctioned load, and the distance from the nearest distribution pole or transformer. The ENC portal shows estimated charges before you finalise your application. These charges are regulated by NEPRA and are standardised.
Can I apply for someone else's property?
Yes, you can apply as an authorised person. You will need a power of attorney or written authorisation from the property owner along with the owner's CNIC copy and your own CNIC.
