What can you complain about?
Common Electricity Complaint Types
NEPRA regulations give consumers the right to complain about any of these issues.
Overbilling / billing error
Your bill is higher than expected, includes incorrect readings, or charges from before your connection date.
Tip: Ask for a meter test (MDT). DISCO must correct within 30 days.
Power outage / load shedding
Unscheduled outages beyond the notified schedule, or restoration taking more than the agreed SLA.
Tip: Note the date/time and duration. Reference your feeder schedule.
Faulty or incorrect meter
Meter is running fast, reading is unexplained, or the meter is physically damaged or burnt.
Tip: Request a Meter Defect Test (MDT). It costs a fixed fee if meter is found faulty, nothing if it is.
New connection delay
Your ENC application is stuck beyond the 15–30 day standard processing time without a clear reason.
Tip: Quote your ENC tracking ID. NEPRA SLA is 15–30 days depending on load.
Transformer or cable fault
Local transformer is damaged, there are dangling or exposed wires, or infrastructure poses a safety hazard.
Tip: This is urgent — escalate to 118 immediately and mention safety risk.
Step-by-step guide
How to File an Electricity Complaint
Follow this three-step process. Most complaints resolve at step one.

Call 118 or your DISCO's helpline
Explain your issue clearly. Provide your account number (printed on your bill) or your CNIC. Note the reference number you receive — this is your tracking ID.

Wait 72 hours for DISCO resolution
Most billing complaints resolve within 1–3 days. Outage and meter faults may take longer. Follow up using your reference number if no action after 72 hours.

Escalate to NEPRA if unresolved
If your DISCO fails to resolve within the stipulated time, file with NEPRA at nepra.org.pk or call 051-9207200. Provide your DISCO complaint reference number.

NEPRA (National Electric Power Regulatory Authority) is the regulator. If your DISCO does not resolve your complaint within the stipulated time, NEPRA will formally intervene.
When to escalate to NEPRA
Billing dispute unresolved after 30 days
If the DISCO has not corrected an acknowledged billing error within 30 days, NEPRA can order immediate rectification and compensation.
Repeated outages beyond schedule
If load shedding in your area consistently exceeds the published schedule, NEPRA can investigate your DISCO's compliance.
MDT refused or meter result disputed
If the DISCO refuses a meter test or you dispute the MDT outcome, NEPRA can order an independent test.
New connection delayed beyond 30 days
NEPRA sets SLAs for ENC processing. Delays without justification are a reportable offence for the DISCO.

Frequently Asked Questions
Is 118 really free?
Yes. NEPRA mandated that calls to 118 be toll-free on all mobile and landline networks in Pakistan. No per-minute or connection charge applies.
What information should I have ready before calling?
Have your electricity bill handy — your 14-digit account number (also called reference number) is printed on it. Also keep your CNIC ready if asked.
How long does a DISCO have to resolve my complaint?
NEPRA specifies: billing complaints must be resolved within 30 days, power outages within their SLA (typically 2–4 hours for urban feeders), and meter faults within 15 days of an MDT request.
What is an MDT?
MDT stands for Meter Defect Test. Your DISCO is required to test your meter if you dispute its accuracy. If the meter is found faulty, the test fee is waived and your previous bills may be recalculated.
Can I complain about K-Electric the same way?
Yes. K-Electric also operates under NEPRA. Dial 118 or 0800-63726. If K-Electric does not resolve, escalate to NEPRA at 051-9207200 or via the NEPRA portal.
My complaint reference number was not given. What do I do?
Call back and insist on a reference number — NEPRA regulations require DISCOs to issue one for every complaint. Without it you cannot formally escalate.
Can I get compensation for a billing error?
If you were overbilled, the excess amount must be adjusted in the next bill. If the DISCO caused financial loss through negligence, NEPRA can award compensation through its formal complaint process.
Is there a deadline to file a complaint?
There is no hard statutory deadline, but complaints about a specific bill are easiest to resolve within the same billing cycle. For regulatory matters, sooner is always better.
