The Electricity New Connection (ENC) system is the Power Division's centralised portal for all domestic, commercial, industrial, and agricultural new connection requests across Pakistan. Launched to eliminate in-person queues, it lets any applicant submit documents digitally, receive a demand notice electronically, and track progress until the meter is energised.

How to apply

6 Steps to Your New Connection

From opening the portal to energisation — here is the complete process explained.

    Open enc.com.pk & select your DISCO

    Visit the official ENC portal, click Apply, then choose your distribution company (LESCO, MEPCO, FESCO, etc.) and your district.

    Choose connection category & load

    Select Domestic (A-1), Commercial (B), Industrial (C), or Agricultural. Enter the required load in kilowatts based on your planned appliances.

    Fill premises details

    Enter your full address, GPS location if prompted, and nearest reference electricity pole or transformer number. Accuracy speeds up the field survey.

  4. 4

    Upload required documents

    Scan and upload your CNIC copy plus your ownership or tenancy proof (title deed, allotment letter, or rental agreement). Files must be in PDF or JPG format.

    DISCO field survey & demand notice

    DISCO staff visit to verify the site, measure the distance from the nearest pole, and confirm your wiring test. On approval they issue a demand notice detailing all charges.

  6. 6

    Pay demand notice & get meter installed

    Pay the demand notice at any designated bank branch or via online banking. Upload the receipt on the portal. The DISCO then installs the meter and energises your connection.

Required documents

What to Upload

Prepare these documents as clear scanned copies before starting your application.

  • Copy of applicant's CNIC (Computerised National Identity Card)
  • Completed application form (filled on the ENC portal)
  • Site/premises address details

Ownership or tenancy proof (one of the following)

  • Registered property title deed or Fard
  • Allotment letter from a housing authority (DHA, LDA, etc.)
  • Registry or sale deed
  • Tenancy agreement signed by the landlord
  • NOC from property owner if applying as tenant

Additional for commercial & industrial

  • Business registration certificate (SECP or local authority)
  • NTN (National Tax Number) certificate
  • Factory licence or trade licence (if applicable)
  • Load schedule / equipment list for industrial connections

Scan documents at 150 DPI or higher. Files must be under 2 MB each. Name them clearly (e.g. CNIC-Front.jpg) to avoid confusion during the DISCO review.

What Does a New Connection Cost?

The DISCO issues a demand notice after the field survey. It itemises every charge — there is no fixed national figure because costs vary by location, load, and distance from the existing network.

Connection / service charges

NEPRA-approved flat fee for processing and paperwork. Varies by DISCO and connection category.

Security deposit

Refundable deposit held against future bill defaults. Calculated on your declared load. Returned when the connection is permanently surrendered.

Meter cost

Single-phase, three-phase, or smart meter as required. Billed at NEPRA-approved rates.

Service line extension (if needed)

If your premises are far from the nearest pole or transformer, the DISCO charges for the cable and installation of an additional pole. This is the largest variable cost.

Pay the demand notice only at your DISCO's designated bank branches or official online banking channels. Avoid paying any 'agent' fee outside the official demand notice.

K-Electric operates independently and is not part of the ENC portal. Karachi residents must apply directly through K-Electric's own portal or customer service centres. Do not apply via enc.com.pk if your premises are in Karachi.

What is the ENC portal?

ENC stands for Electricity New Connection. It is Pakistan's Power Division portal (enc.com.pk) where any applicant can submit a new electricity connection request to any of the 11 government DISCOs without visiting an office.

Do I need to visit the DISCO office to apply?

No. The ENC portal lets you submit the initial application, upload documents, and receive your demand notice entirely online. The only mandatory in-person step is the DISCO's field survey of your premises.

How long does a new connection take?

Processing normally takes 15 to 30 days from the date of document submission, depending on your DISCO, connection type, and whether a service line extension is needed. Applications with complete documents are processed faster.

What is a demand notice?

A demand notice is an official payment voucher issued by the DISCO after the field survey. It details all charges: connection fee, security deposit, meter cost, and service line extension (if any). You must pay it before the meter can be installed.

Can I apply for a new connection as a tenant?

Yes. Tenants can apply by providing a signed tenancy agreement and an NOC (No Objection Certificate) from the property owner as part of the ownership proof.

Is the security deposit refundable?

Yes. The security deposit is fully refundable when you permanently surrender the connection. The DISCO adjusts it against any outstanding dues and refunds the remainder.

What happens if my documents are rejected?

The DISCO will note the deficiency on your application status page and may send an SMS. Upload the corrected or missing documents through the same portal. There is no need to start a fresh application.

Can I track my application?

Yes. Use the tracking number sent by SMS after your application is submitted. Enter it at enc.com.pk/track to see your current application stage in real time.

Can Karachi residents apply through enc.com.pk?

No. K-Electric serves Karachi and is not part of the ENC portal. Karachi residents must apply through K-Electric's own portal at ke.com.pk.

What if my application stalls beyond 30 days?
