Pakistan's domestic electricity tariff, set by NEPRA, the National Electric Power Regulatory Authority, is not one flat rate. It runs on two separate rate tables: a low, subsidised "protected" table for households using 200 units a month or less, and a much steeper "non-protected" table for everyone above that. Every WAPDA-origin distribution company charges the same uniform tariff, so the same formula applies whether your bill comes from LESCO, MEPCO, FESCO, or any other DISCO. K-Electric, which serves Karachi, is not on this uniform tariff and publishes its own separate rates. This calculator runs the NEPRA formula for you and explains the one detail that catches most people out: what happens when you cross 200 units.

The 200-Unit Cliff: Why a Few Extra Units Cost So Much

Unlike gas, Pakistan's domestic electricity tariff is not fully progressive. Protected and non-protected consumers are billed from two completely different rate tables, and which one applies depends on your whole month's total, not just the units above 200.

A household using 190 units a month is billed entirely on the protected table, at Rs 10.54 to Rs 13.01 a unit. The same household using 210 units, just 20 units more, is billed entirely on the non-protected table instead, starting at Rs 22.44 a unit for even the first 100 units. The result is a bill that can roughly double for a small increase in usage, not because of the extra 20 units themselves, but because the whole month drops out of the protected category. If your usage is close to 200 units, this calculator will flag it so you can see how close you are to the cliff.

Worked example

190 units (protected) comes to an estimated Rs 3,021. 210 units (non-protected) comes to an estimated Rs 6,963, more than double, for 20 extra units. Both figures exclude the Fuel Charges Adjustment, which is added on top of either amount.

This Calculator Does Not Cover K-Electric

K-Electric, the private utility serving Karachi and its surrounding areas, is not billed on NEPRA's uniform DISCO tariff used above. NEPRA sets K-Electric's rates separately, on its own schedule and its own slab structure, so plugging K-Electric units into this calculator would give you the wrong number. If you are a K-Electric customer, check your bill directly, or look up K-Electric's own published tariff for an accurate estimate.

Why This Is an Estimate

This calculator uses NEPRA's official protected and non-protected slab rates, the fixed charge, the TV licence fee, and 18% GST, so it lands close to a real bill. It leaves out the Fuel Charges Adjustment (FCA) and Quarterly Tariff Adjustment (QTA), two surcharges NEPRA revises every month and every quarter based on fuel costs and DISCO performance; these can add a noticeable amount and are impossible to bake into a calculator without it going stale within weeks. Provincial electricity duty, which varies slightly by province, is also excluded. Your official bill includes all of these. Use this tool to estimate the core of your bill and to understand the protected cliff, then check your official bill for the exact payable amount.

How do I calculate my electricity bill?

How is K-Electric's bill calculated?

Differently. K-Electric is not on NEPRA's uniform DISCO tariff this calculator uses; NEPRA approves K-Electric's rates on a separate schedule. This tool covers LESCO, MEPCO, FESCO, IESCO, GEPCO, PESCO, HESCO, SEPCO, QESCO, TESCO, and HAZECO only. K-Electric customers should check their bill directly.

What is the electricity bill calculation formula in Pakistan?

Energy charge (units billed progressively within your protected or non-protected slab table) plus a fixed monthly charge plus a Rs 35 TV licence fee, with 18% GST applied to that combined total. Fuel Charges Adjustment and provincial electricity duty are added separately by your DISCO and are not part of this formula.

How do I calculate my electricity bill by units?

What is a protected electricity consumer?

A domestic consumer using 200 units or less in a month, billed on NEPRA's lower, subsidised rate table. Crossing 200 units in any month moves your entire bill for that month to the higher non-protected table, not just the extra units.

Why did my electricity bill jump so much this month?

The most common reason is crossing from 200 units into non-protected territory, which switches your whole month's energy charge to a much higher rate table, not just the units above 200. A Fuel Charges Adjustment increase can also raise the bill even at the same usage level.

Does this calculator work for a sub-meter?

Yes, if your sub-meter reads in the same units (kWh) as a normal domestic meter. Enter the units your sub-meter recorded this month, or use meter reading mode with its previous and current readings, the same as a main meter.

Does this cover commercial electricity bills?

No. This calculator uses NEPRA's domestic (residential) tariff only. Commercial and industrial connections are billed on different NEPRA tariff categories with different rates and structures.

Is this calculator accurate?

It uses NEPRA's real domestic slab rates and the protected/non-protected logic, so it lands close to your actual bill. It excludes the Fuel Charges Adjustment and electricity duty, which change monthly and by province, so treat the result as a close estimate and check your official bill for the exact amount.
