Understanding Your Electricity Bill in Pakistan
A Pakistani electricity bill has more line items than most people realise. Once you understand what each charge is, you can spot billing errors, understand why your bill changed, and take action to reduce specific costs. This breakdown goes through every section of a typical DISCO bill.
The Header Section
The top part of the bill has your account information. Check these details first — errors here mean you may be getting someone else's bill.
Reference Number / Consumer No
Your unique account identifier with the DISCO. 14 digits for most DISCOs. This is the number you use to check your bill online.
Address and Name
The registered consumer name and premises address. If either is wrong, visit your circle office to correct it — billing errors often start here.
Circle, Division, Sub-Division
These identify which DISCO office manages your connection. You will need this if you ever visit an office or file a complaint.
Billing Month and Issue Date
The month for which the bill is issued and the date it was generated. Bills are typically issued 30 days apart.

How Your Tariff Slab Is Calculated
Pakistan uses a progressive (tiered) electricity tariff. The more units you consume, the higher the rate you pay per unit. Residential consumers who use 0 to 100 units pay the lowest protected rate. From 101 to 200 units, a slightly higher rate applies to all units (not just the extra ones, but the full consumption in most billing periods). Once you cross 200 units, you move into the unprotected consumer tier and the rate increases again. How to Spot a Billing Error
Compare your current units consumed with the same month last year. A sudden spike with no change in your appliances or usage habits is suspicious. Also check your current and previous meter readings — the difference should equal your units consumed. If the readings on the bill do not match your meter, request a Meter Defect Test (MDT) from your DISCO.

Why does my bill show 'Estimated Reading'?
If the meter reader could not access your premises, the DISCO estimates your consumption based on historical average usage. Estimated readings are adjusted in the next bill when the actual reading is taken. If you get frequent estimated readings, contact your DISCO to ensure meter access.
What is the TV licence fee on the electricity bill?
It is a government levy collected through electricity bills rather than separately. It is mandatory and applies to most residential and commercial consumers.
Why did my bill double this month even though I used the same appliances?
Two common reasons: you may have crossed a tariff slab boundary, which changes the rate for your entire consumption, or FPA may have changed significantly compared to last month. Check the FPA line on both bills.
Can a meter read wrong?
Yes, meters can malfunction. Signs include very high consumption with no change in habits, meter reading digits that don't change for months, or a wildly different reading from your own meter check. Request an MDT (Meter Defect Test) at your DISCO circle office.
