Why was this scheme announced?

Rising global oil prices

An extended period of elevated global crude prices — driven by supply cuts and Middle East geopolitical tensions — pushed petrol prices at Pakistani pumps to their highest levels since 2023. The government cannot permanently subsidise all fuel consumption but chose to protect the most price-sensitive segment.

Targeted at the most exposed households

Daily-wage motorcyclists and rickshaw drivers spend a disproportionate share of their income on petrol. Sub-800cc car owners are similarly in the lower-income bracket. By excluding larger vehicles the scheme maximises fiscal efficiency — relief goes to those who need it most.

NADRA verification prevents fraud

Every registration SMS is cross-checked against NADRA's national identity database and provincial Excise Department vehicle records in real time. This closes the gap that plagued earlier ad-hoc subsidy programmes where duplicate and ghost registrations were common.

SMS delivery — no smartphone needed

The entire scheme runs over basic SMS, which means it is accessible to the tens of millions of Pakistani mobile users who do not have a smartphone or reliable mobile data. Any 2G handset can send the registration and token request messages.

Who is eligible?

The scheme covers three categories of vehicle. Check which one applies to you before registering.

One more requirement for all applicants

Your mobile number must be registered on your own CNIC (Biometric verified SIM). You cannot register using a SIM registered to a different person. SMS charges of Rs 1.25 + tax apply per message.

How to register via SMS

Registration is a one-time SMS to 9771. You only register once — the same registration is used every time you need a token.

After sending: You will receive a confirmation SMS once your details are verified against NADRA and Excise records. Registration is one-time only — you do not need to re-register each month.

Step 3

How to get your discounted fuel

After registering once, you follow a two-step process every time you need fuel at the discounted price.

  1. 1

    Request a token before going to the pump

    Send "TOK" to 9771 from your registered mobile number. You will receive a 10-digit token number by SMS. This token is valid for 7 days (motorcycles/three-wheelers) or 10 days (800cc cars).

    Tip: Get your token before you leave home, not at the pump. The token arrives instantly.

  2. 2

    Go to any petrol pump nationwide

    The scheme works at all petrol pumps across Pakistan. No specific pump is required — show your token SMS at any station.

  3. 3

    Show the token to the pump attendant

    Show your 10-digit token number to the attendant. They will verify it on their terminal. The Rs&nbsp;100/litre discount is applied at the point of transaction automatically.

  4. 4

    Receive confirmation SMS

    After a successful transaction you will receive a confirmation SMS showing the litres dispensed, discount applied, and remaining quota for the current period.

6 tips to get the most from this scheme

Register on launch day

Server load is highest in the first hours. Registering the moment your province goes live (Sep 15 for Islamabad, Sep 17 elsewhere) gets you processed faster.

Set a recurring reminder

Token eligibility resets every 7 days (bikes) or 10 days (cars). Unused quota does not roll over — set a phone reminder so you never miss a period.

Request TOK before leaving home

The token arrives instantly and is valid for days. There is no reason to wait until you are at the pump — request it from home.

800cc car owners: bring your CNIC

The pump attendant may ask you to verify ownership. The registered owner must be physically present, so always carry your CNIC with the vehicle.

Verify your SIM before registering

Your SIM must be biometrically registered on your own CNIC. Check at any telecom service centre before sending the REG SMS if you are unsure.

Save every confirmation SMS

Each fill confirmation serves as proof of a successful discounted transaction. If a discrepancy arises later with the pump or helpdesk, this is your evidence.

Frequently asked questions

Who is eligible for the PM Fuel Relief Scheme?

Owners or users of motorcycles, rickshaws, and Qingqis (registered from January 1, 2011 onwards) and owners of cars with engines up to 800cc (registered from January 1, 2006 onwards, and registered in the applicant's own name). Your mobile number must also be registered on your own CNIC.

Do I need to own the motorcycle to apply?

No. For motorcycles and three-wheelers, the vehicle does not need to be registered in your name. Any user can apply. However, for cars up to 800cc, the vehicle must be registered in the applicant's own name.

How much discount will I get per fill?

Rs 100 per litre off the official pump price. Each token for a motorcycle or three-wheeler covers 5 litres (saving Rs 500 per token). Each token for an 800cc car covers 10 litres (saving Rs 1,000 per token).

How often can I get a new token?

Motorcycle and three-wheeler owners can request a new token every 7 days. Car owners (up to 800cc) can request a new token every 10 days. You cannot get a second token while a valid unused token is still active.

What if my token expires before I use it?

An unused token that passes its expiry date becomes invalid. You must send TOK to 9771 again to get a new token for the next period.

Can someone else use my token at the pump?

For motorcycles and three-wheelers, another person may use the token. For 800cc cars, the registered owner must be present at the pump when the token is used.

How is the scheme verified against fraud?

Registration is automatically cross-checked against NADRA's national identity database and provincial Excise Department vehicle registration records. No human recommendation or intermediary is involved.

When does the scheme start in my area?

Islamabad: from 12:00 AM on September 15, 2026 (Monday night / Tuesday). All other areas including Punjab, Sindh, KPK, Balochistan, AJK, and GB: from 12:00 AM on September 17, 2026 (Wednesday night / Thursday).
