Why was this scheme announced?
Pakistan's petrol prices have tracked an extended run of elevated global oil prices driven by supply cuts and Middle East geopolitical tensions. While the government cannot permanently absorb fuel cost increases, the PM Special Fuel Relief Scheme is designed to directly cushion the two groups most exposed: daily-wage motorcyclists and rickshaw drivers who spend a significant share of their income on petrol, and low-income households that own sub-800cc cars. Who is eligible?
Motorcycles (2-wheelers)
Registered on or after January 1, 2011. The vehicle does NOT need to be in your name — any regular user can register. Quota: 5 litres per token, every 7 days (up to ~20 litres/month).
Rickshaws & Qingqis (3-wheelers)
Registered on or after January 1, 2011. Like motorcycles, vehicle registration in your own name is not required — any user/driver may register. Quota: 5 litres per token, every 7 days.
Cars up to 800cc
Registered on or after January 1, 2006. Unlike bikes, the car MUST be registered in the applicant's own name, and the owner must be present at the pump when using the token. Quota: 10 litres per token, every 10 days (up to ~30 litres/month).
All applicants: one extra requirement
Your mobile number must be biometrically verified (registered on your own CNIC). You cannot register using a SIM that belongs to another person. SMS charges of Rs 1.25 + tax apply per message to 9771.

Prepare the four pieces of information you need
You need: (1) your 13-digit CNIC number without dashes, (2) your vehicle registration plate exactly as printed, (3) your province code (see below), (4) your vehicle registration date in DDMMYYYY format.

Send the SMS to 9771
Send from the mobile number registered on your own CNIC. Do not use someone else's SIM. A standard SMS charge (Rs 1.25 + tax) applies.

Wait for the confirmation reply
The system cross-checks your CNIC against NADRA and your plate against provincial Excise Department records. If everything matches you receive a success SMS. Registration is one-time — you never need to re-register.
Tip: If you get a rejection SMS, double-check that your plate number is exactly as it appears on the registration document and that your SIM is biometrically verified on your own CNIC.
Step 2 — Getting your token and filling up

Request a token before you go to the pump
Send TOK to 9771 from your registered number. You will receive a 10-digit token number by SMS. Tokens for bikes and three-wheelers are valid for 7 days; for 800cc cars, 10 days.
Tip: Request your token from home — it arrives instantly and there is no reason to wait until you are at the pump.

Go to any petrol pump in Pakistan
The scheme works at all petrol pumps nationwide. You are not restricted to a specific station. Show the token SMS on your phone to the attendant.

The attendant verifies your token
The pump attendant enters your 10-digit token into their terminal. The Rs 100/litre discount is applied automatically at the point of sale — you pay the reduced price per litre.

After a successful fill you get a confirmation SMS showing litres dispensed, discount applied, and your remaining quota for the current period.

6 tips to maximise your fuel relief
- Register the day the scheme launches in your province — do not wait; early registrations process faster when server load is lower.
- Set a reminder every 7 days (bikes) or 10 days (cars) to request your next token — unused quota does not roll over to the next period.
- Request the TOK before leaving home; the token is instant and valid for days, so there is no reason to wait at the pump.
- For 800cc car owners: bring your CNIC to the pump — you may be asked to confirm ownership on the attendant's terminal.
- If your registration SMS is rejected, confirm your SIM is biometrically verified on your own CNIC. You can check at any telecom service centre.

Common mistakes that will get your registration rejected

Frequently asked questions
Is this the same scheme as the April 2026 fuel relief?
No. The April 2026 relief was a general tariff freeze that applied across all fuel grades. The September 2026 PM Special Fuel Relief Scheme is a targeted subsidy specifically for motorcycles, three-wheelers, and 800cc cars, distributed through an SMS token system verified against NADRA records. It is a separate, new scheme.
Can I register more than one vehicle?
Each CNIC can register one vehicle per registration. If you own multiple vehicles, you may only claim relief on one at a time under the scheme rules announced on September 13, 2026.
Does the scheme cover CNG as well?
No. The Rs 100/litre discount applies to petrol only. CNG pricing is governed by OGRA and is not part of this scheme.
